Symptoms:

Cause:
Forums are a useful tool for interacting with other developers and solving common problems, not to mention networking. The Xbox forums are a dedicated area of our Unity forums and are not accessible automatically.
Resolution:
Unity has a dedicated forum area for our Xbox developers, which can be found here.
To gain access, please follow this process:
1. Become a registered Microsoft, Xbox developer.
First, you’ll need to be a registered Xbox One developer. This means you’ll have a Microsoft account manager and access to the Microsoft Game Developer Network website.
If you’re not already registered or working with a registered publisher, you may be able to sign up via the Independent Developer (ID) program:

2. Request Unity development access from Microsoft.
You’ll need to make a request to your Microsoft account manager to start developing in Unity. Microsoft then forwards any approved requests to Unity directly. This includes access to the Xbox forums.

XboX games development requires a team of professionals, I think. When gamers play any game, they prefer to read additional hints about this or that gmae and choose the right modded controller for their needs, because each person has own preferences in this or that game and they want to trigger and push buttons only they need in certain situation. That's why customization is very important.

I did all the steps in this article, but it seems things have recently changed. My MS contact manager sent Unity an email requesting I be allowed access to Unity Xbox tools, but being a registered XBox-developer and MS-Partner is now not enough. It seems you must also be a Unity-Pro owner/subscriber (at almost $2000/yr).
But how long take to unity answer ? Because i have already a PLUS plan, Microsoft sent the request a week ago.. i had no answer at all
I did all steps, microsoft xbox sent sent confirmation, I paid for Unity Pro more than $2000.
And as result I did not have access, Unity can not grant access already for 3 weeks.
