It can be caused by 1) Broken install attribution or 2) Campaign settings. Please kindly self-check by following the below to find out why:
Check the game history data in Report Builder. Has the game ever received ad impressions when first launched?
- Yes, the game received thousands of ad impressions but converted (nearly) 0 installs. Please read "How to solve Broken install attribution?"
- No, the game has been hard to get any ad impressions since it launched in Unity Growth. Please read "How to modify Campaign settings?"

How to recover from Broken install attribution?
If you manage to fix your MMP integration issue but stop getting traffic, Unity’s data models may have an inaccurate estimate of your campaign's conversion rate. This is because the campaign was running with a broken attribution integration before, so Unity didn't get any install attributions.
The easiest way to compensate for this is to temporarily boost your campaign's bid amount by 2-3x (or potentially more) to force Unity’s algorithm to deliver traffic again. Once Unity starts receiving install data, you can lower the bid amount to a level you are happy with.
How to modify Campaign settings?
Suggest configuring the settings which affect audience scale as recommended in the dashboard UI, e.g., campaign budget, daily budget, bid price, etc.
