Resolution:
The Unity Educator plan is available free of charge to all eligible educators and as such, cannot be purchased.
The Unity Educator plan is designed for individual educators to use professional tools to create, teach, and share their Unity Projects at home, school, or elsewhere for free.

In order to setup Unity in a classroom environment so that your students can learn and work in the Editor, your educational institute would need to apply for the Educational License Grant.
The Educational License Grant allows educational institutions to install Unity on devices such as in the classroom or a computer lab.
