Unity floating license servers use a centralized system managing concurrent seats, unlike individual Unity Pro licenses. To set up, organization owners or managers must sign into their Unity ID, access their organization's subscriptions, configure the license server, download the appropriate server software, follow setup instructions, upload the server registration file, assign seats, and download and import license files as per the documentation.
Cause:
Unity floating license servers work differently to our regular Unity Pro, Industry and Enterprise licenses and as such, are not activated in the same way via the Unity Hub. Floating license servers require an initial setup that is initiated under your Unity ID. This type of license utilizes a centralised licensing server that manages a single pool of concurrent seats, rather than activating an individual license that has a 2 activation limit.
Resolution:
To get setup with your floating license server, follow the procedure below:

- Go to id.unity.com and create a Unity ID or sign into your existing account.
- Select Organizations to the left of the screen.
- Select the organization associated with your Unity subscription.
- Select Subscriptions & Services.
- Under Subscriptions, select Unity Industry/ Enterprise.
- Select Configure License Server.
- Select the Documentation download icon for your operating system (Windows or Linux).
- Select Download New Server.
- Select the appropriate server for your operating system and download it.

Follow the documentation instructions and follow the prompts from the
setupcommand prompts to configure your server. - When prompted, select Upload Server Registration and upload the registration file that you created in the previous step.
- After you register the server, select Manage seats.
- Assign a number of seats to the server and select Save.
- Select Download licenses. This action downloads a file containing all the necessary licenses.
- Follow the instructions from the documentation to import the license files into the server.
