Resolution:
Publishers are prohibited from including any content in their packages that they do not own the rights to sell or distribute. This includes content sourced from the Asset Store, which cannot be reused in another publisher's package due to licensing restrictions.
It's important to clarify that tools obtained from the Asset Store that are used to create or alter content owned by the publisher can be sold, as long as the tools used are not included in the new package.
Additionally, publishers may develop and sell add-ons or expansions for third-party products available on the Asset Store, as long as the original content is not incorporated into these additions. It is recommended that publishers notify the original content creators about their intentions.
You may notice that some assets on the Asset Store have slightly different or custom licensing restrictions. If this is the case, the asset product page itself will state this within its description.
This is covered in the Unity Asset Store Submission Guidelines, specifically under section 3. Your Use of the Unity Asset Store:
3.5 Unless you have been specifically permitted to do so in a separate agreement with Unity and except as permitted under the Unity-EULA, you agree that you will not use, reproduce, duplicate, publicly display, publicly perform, copy, modify, adapt, translate, prepare derivative works of, distribute, transfer, license, sublicense, rent, lease, lend, sell, trade, resell, or otherwise commercialize or monetize any Asset that you have licensed from the Unity Asset Store for any purpose.
